Guidebook: ‘How to develop a SECAP in the Eastern Partnership countries’

The Covenant of Mayors for Climate and Energy in the Eastern Partnership countries (CoM East) was launched in 2011. Since then, its ambition has increased and its scope has enlarged. 

This document, published by the European Commission Joint Research Center (JRC), provides municipalities in the CoM East initiative with the context, objectives, methodological principles, procedures and best practices to develop their sustainable energy and climate action plan (SECAP).

The document is an adapted version of the 2025 Covenant of Mayors Guidebook on ‘How to develop a Sustainable Energy and Climate Action Plan (Main Document) for the signatories in Europe’.
