EU4Education Reforms in Armenia
Project Description
The European Union is extending additional assistance to the Government of Armenia in its ongoing efforts to reform the education sector, with a specific emphasis on promoting inclusive and equitable quality education. The EU4Education Reforms program aims to support the comprehensive reform of Armenia's education system.
Developed in partnership with the Ministry of Education, Science, Culture, and Sport, the initiative led by UNICEF Armenia is designed to strengthen the effectiveness and transparency of the education management system. It aims to empower children and youth, especially in rural areas, to unlock their full potential. In line with the State Program for the Development of Education in the Republic of Armenia 2030, this program supports Armenia's advancement towards Sustainable Development Goals 4, 5, 10, and 13.
By the year 2027, the collaborative efforts of the program's stakeholders seek to enhance students' academic performance and establish a sound institutional framework that emphasizes quality education, sound financial practices, transparency, and performance evaluation. Furthermore, the project will integrate environmental considerations into school management, promoting linkages between climate change, disaster risk management, and key players in the education sector.

Specific Objective
The main objective of the project is to enhance the competitiveness of the Armenian education system, with a specific focus on fostering an inclusive, flexible, and child-centered general education system in targeted regions. It aims to encourage greater student participation in quality secondary schooling within the EU target marzes, including Ararat, Kotayk, Gegharkunik, and Syunik.
Overall objective: To increase the competitiveness of the Armenian education system.
Specific objective(s): An inclusive, flexible and child-centered general education system with efficient and accountable management is conducive for increased participation of students in quality secondary schooling in EU target marzes (Ararat, Kotayk, Gegharkunik and Syunik).

Expected Results
1. Mechanisms for monitoring and supporting the implementation of the EU budget support project, including its conditionalities are established and operationalized.
2. The education strategy with relevant policies and programmes are strengthened with improved coordination, monitoring, data systems, communication mechanisms and adequate financing.
3. Education policymakers and officials at all levels, as well as educators are equipped with capacities to design, coordinate, implement, communicate, and monitor education strategy, policies, and programmes effectively and in a transparent and accountable manner with a focus on target marzes.
4. Children and youth in target marzes are equipped with capacities to actively participate and contribute to the education reforms.
