Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia

Project Description
The project, implemented by the International Organization for Migration (IOM) Mission in Armenia and the Representation of the United Nations High Commissioner for Refugees (UNHCR) in the Republic of Armenia, builds upon the established EU-Armenia relations through the Comprehensive and Enhanced Partnership Agreement (CEPA) and the EU-Armenia Partnership Priorities.
The overarching objective is to enhance asylum and migration governance in Armenia. The joint initiative aims to contribute to more effective and accountable service delivery, grounded in the principles of good governance and the rule of law in migration, asylum, and human rights.
The project comprises key components, including the development of a comprehensive Migration Strategy and relevant Action Plan for the Republic of Armenia, targeted support the development for the Mass Influx Management Strategy, and efforts to improve refugee protection legislation.
Another aspect is the enhancement of systems and practices in migration management, supporting the institutionalization of training programs within the Migration and Citizenship Service. The initiative also seeks to establish a 'one-stop shop' approach for residence permits, enhance the identity management system, and support the digitalization of asylum procedures. These efforts collectively aim to create a comprehensive and balanced migration governance framework, ensuring well-managed and secure mobility in Armenia.
Specific Objective
1. The project’s overall objective is to ensure more effective and accountable service delivery that is based on the principles of good governance and respect of rule of law in the areas of Asylum, Migration and Human Rights.
2. Specific Objective of the project is to enhance asylum and migration governance in Armenia to foster well-managed and secure cross-border mobility.
Expected Results
As a result of project activities, the expected outputs are following:

Output 1: Migration management institutions and MIA in particular, are equipped with relevant guidelines and have the capacity to develop and implement comprehensive, balanced and evidence-based migration and refugee protection policies
Output 2: Systems and practices in migration management are improved to comply with international and EU best practises, including with regards to data management, to achieve comprehensive and balanced migration management
