Central Electoral Commission of Armenia participates in Global Conference in Canada with EU and UNDP support
As part of the EU-funded ARTEMIS project, members of the Central Electoral Commission (CEC) of Armenia participated in the Global Conference on Responsible AI and Elections, held on 9–11 September 2026 in Ottawa, Canada.
The conference brought together election management bodies and international partners to examine the opportunities, risks and practical applications of artificial intelligence in electoral administration, with a focus on ensuring its responsible and transparent use.
Armenia was represented by Armen Smbatyan, Secretary of the CEC, who participated as a speaker in the panel on AI and Women’s Political Participation.
The session addressed both the opportunities AI can create for women’s political participation and emerging risks, including gendered disinformation, impersonation, synthetic media and algorithmic bias, while exploring practical measures that electoral authorities and other stakeholders can take to promote safe, inclusive and meaningful participation.
The UNDP Advancing Reforms for Transparent and Inclusive Management of Electoral Systems in Armenia (ARTEMIS) project is funded by the European Union, the Government of Germany (GIZ), the Government of Norway (Norad), the Government of Sweden (Sida), the Government of Canada (ParlDeliver), the Government of the Netherlands, the RA Central Electoral Commission (RA CEC) and UN DPPA/EAD. The project is implemented by the United Nations Development Programme (UNDP) in partnership with the International Institute for Democracy and Electoral Assistance (IDEA), in close cooperation with the RA CEC.
