About Armenia
Resilience and Growth Plan

The European Union announced a €270 million Resilience and Growth Plan for Armenia in April 2024, designed to support the country’s economic development and reforms over the period 2024–2027.  This package consists of €200 million in grant assistance and €70 million in grant funding intended to leverage investments in energy, digital and transport connectivity, resilience, and business development.

Strategic Focus

The Growth plan aims to strengthen a resilient Armenian society by supporting democratic reforms, human rights, and the integration of displaced persons, while also boosting connectivity and business opportunities for SMEs.

Recent Financial Agreements

On 19 March 2026, Armenia and the EU signed a €140 million financial agreement for the 2025–2027 phase of the plan, specifically targeting export diversification, visa liberalisation, and public finance management.

Broader Investment Context

Under the EU’s Global Gateway strategy, total expected investments in Armenia are projected to reach €2.5 billion, significantly expanding beyond the initial Resilience and Growth Plan.

Political Framework

The financial support underpins a new Strategic Agenda for the EU-Armenia Partnership adopted in December 2025, which deepens cooperation in security, energy, and trade.
