Support to implementation of Universal Health Insurance Reform in Armenia
Project Description
The Twinning project “Support to the Implementation of Universal Health Insurance Reform in Armenia” supports the Armenian authorities in establishing a sustainable and efficient Universal Health Insurance (UHI) system in line with European good practices. The project will strengthen the institutional and technical capacities of the Ministry of Health and the Universal Health Insurance Fund to design, implement and manage the new health financing model. Through peer-to-peer cooperation between experts from Croatia, Slovenia and Armenia, the project will develop the legal, institutional and operational framework for UHI, improve actuarial and financial planning, strengthen provider payment and reimbursement mechanisms, and support the development of digital solutions necessary for the effective management of the system. The project will also enhance the capacities of key institutions through training, knowledge exchange and practical guidance, ensuring that the reform is evidence-based, transparent and financially sustainable. Ultimately, the project aims to improve access to quality healthcare services and contribute to better health outcomes for the population of Armenia.
Specific Objective
Overall objective: The overall objective is to enhance the capacity of the Government of Armenia to implement Universal Health Insurance reform to provide all Armenian citizens with access to essential healthcare services.
Specific objective: The specific objective is to strengthen the capacity of the Government of Armenia, in particular Ministry of Health of the Republic of Armenia (“MoH”) in its reform of the healthcare system with the introduction of universal healthcare coverage mechanism and the establishment of a new structure required for implementation of the reform – a functioning Universal Health Insurance Fund (UHIF).
1. Strengthen the governance and management of the Universal Health Insurance Fund (UHIF).
2. Strengthen the operational capacities of the staff of the UHIF to implement methodologies and procedures and allow efficient functioning of the structure.
3. Develop contracting and actuary procedures that respond to international standards.
4. Develop and implement electronic tools supporting actuarial calculations, service costs, medicine reimbursement, statistics and forecasting.
5. Develop the communication environment and strengthen the operational capacity of the Communication Department of the UHIF.
