Project Description
UNDP Partnership for Harmonized Operations, Effectiveness, and Navigation in Implementing EIB Resilient Syunik Program (PHOENIX-RESYP) project supports the implementation of the European Investment Bank funded Resilient Syunik Programme, aimed at strengthening infrastructure resilience and improving access to essential public services in Armenia’s Syunik Province. The project focuses on targeted investments in healthcare, education, safe drinking water supply, and energy-efficient infrastructure to address the growing pressure on services caused by the influx of refugees and the impacts of recent regional conflict.
The project contributes to the rehabilitation and construction of critical social infrastructure, helping communities recover from existing infrastructure deficits while enhancing social cohesion, livelihoods, and local economic development. Infrastructure investments will incorporate energy-efficiency measures and, where feasible, renewable energy solutions to promote long-term sustainability.
The project also strengthens the institutional capacity of the Armenian Territorial Development Fund, and other relevant government bodies to effectively plan, implement, monitor, and manage investments financed under the EIB loan. By improving infrastructure and governance systems, the project seeks to increase community resilience, support the integration of displaced populations, and create conditions for sustainable growth, employment, and improved quality of life across Syunik.
Specific Objective
The overall objective of the Project is to strengthen the resilience of infrastructure in Syunik province and to enhance delivery of accessible public services, including education, health, safe drinking water supply, and energy efficiency through support to the proper implementation of the Syunik Resilience Program framework loan, provided by EIB (RESYP).
The specific objective is the effective planning, operation, and monitoring of schemes financed under the European Investment Bank loan, enabled through strengthened governance capacity of the Ministry of Territorial Administration and Infrastructure, Armenian Territorial Development Fund, the Ministry of Finance and other relevant stakeholders.
Expected Results
1. Strengthened capacities of sector institutions and public operators to manage investments or projects in a gender-responsive and inclusive manner.
2. Institutional cooperation and coordination mechanisms among the Armenian Territorial Development Fund and other state institutions/authorities are established and effectively functioning.
3. Improved mechanisms for citizen consultation and engagement at local level in Syunik region.
