EU4Sevan+ - Sustainable water management for resilient community development in Armenia

Project Description
The Action aims to improve wastewater treatment around Lake Sevan by enabling selected municipalities to implement sustainable water and wastewater services. This will contribute to protecting water resources and enhancing climate resilience.
To achieve this, the Action strengthens the policy and regulatory framework by supporting responsible ministries in updating strategies, defining water and wastewater quality standards, and improving planning and financing mechanisms. This creates an enabling environment for sustainable water and wastewater management.
At the local level, the Action implements innovative and scalable decentralised wastewater treatment solutions, piloting where possible nature-based approaches, ensuring their technical and financial viability, and equipping municipal actors with the necessary skills for sustainable operation and maintenance.
In parallel, the Action enhances instruments and procedures for integrated water resource management (by improving water balance assessment tools, strengthening river basin planning, integrating climate scenarios, and supporting data-driven decision-making through enhanced monitoring and international cooperation.
Finally, the Action fosters local stakeholder capacities and public engagement by raising awareness, promoting behavioural change, mobilizing local environmental stewardship initiatives, and facilitating participatory monitoring of water resources, ensuring long-term sustainability and community ownership.
Specific Objective
The EU4Sevan+ objective is to improve wastewater treatment around Lake Sevan. Selected municipalities around Lake Sevan and in the connected river basins are enabled to implement sustainable water and wastewater services, protecting water resources and enhancing climate resilience.
The implementation strategy focuses on strengthening the capacities and competencies of actors responsible for integrated water resources management (IWRM) and municipal wastewater management in the Lake Sevan basin and connected river systems. It builds on existing national policies and initiatives, enhancing their implementation through a systemic approach that integrates policy frameworks, institutional responsibilities, planning, supervision, monitoring, and social aspects of water management.
Expected Results
The outputs of the project are the following:
Output 1: Improved policy and regulatory framework for integrated water resource management and municipal wastewater management.
Output 2: Implemented innovative and scalable demonstration measures of decentralised solutions for municipal wastewater management in selected municipalities.
Output 3: Improved instruments and procedures for the integrated management of water resources around Lake Sevan and in the connected river basins.
Output 4: Improved capacities of local stakeholders and of public engagement for water governance.
