Accountable, Effective and Gender-responsive Institutional Systems for Policing and Rescue Service in Armenia

Project Description
The Project builds on the results of the EU funded project “Accountable Institutions and Human Rights Protection in Armenia” implemented by UNDP, UNICEF, UNFPA and OSCE in 2021-2023. The Project is designed utilizing extensively the lessons learned through this effort and building on the results achieved and strategic partnerships developed throughout 2021-2023.
The Project is developed in close consultation with the MOIA, Police and other national authorities. These consultations also involved full collaboration with the EU initiative The Project builds on the results of the EU funded project “Accountable Institutions and Human Rights Protection in Armenia” implemented by UNDP, UNICEF, UNFPA and OSCE in 2021-2023. The Project is designed utilizing extensively the lessons learned through this effort and building on the results achieved and strategic partnerships developed throughout 2021-2023.
The Project is developed in close consultation with the MOIA, Police and other national authorities. These consultations also involved full collaboration with the EU initiative on SLESRA, as well as EU bilateral technical assistance projects and EU/COE PGG to avoid overlaps and reinforce the action. The design of the Project has been informed by the most recent studies and analysis in sector implemented by UNDP and OSCE, US/INL and other key actors. The implementation will be carried out jointly by UNDP and OSCE, under the overall coordination of UNDP.
The Project will aim at supporting the institutional and professional capacities of MOIA and the Police to drive forward the effective and accountable institutional set-up, high quality citizen-centric service delivery by the Police and to improve performance of their core functions.
Specific Objective
The overall objective (impact) of the Project is to contribute towards ensuring more effective and accountable governance systems and institutions that safeguard human rights, uphold the rule of law, and public administration that ensures effective and human-centred service delivery for all.

The specific objective (outcome) of the Project is to improve the effective and accountable institutional set-up and Police service delivery based on international standards and EU best practice.
Expected Results
1. Capacities of the Criminal Police for effective implementation of criminal proceedings are increased.
2. Capacities of the MOIA Police Service to implement the reform of Community Policing Service are enhanced.
3. Capacities for more gender-responsive and discrimination free policing are enhanced.
4. Capacities for implementing internal control within MOIA and building a resilient police cadre are enhanced.
5. Capacities for education and admission system in rescue service enhanced.
6. Capacities of civil first responder strengthened, and awareness of their role increased.
7. Interagency coordination and cooperation in the area of civil protection strengthened.
8. Rescue service is better equipped to effectively implement its core functions.
