ATHENA: Advancing the Human Rights Agenda and Enhancing National Authorities

Project Description
The Project builds on the results of the EU funded project “Accountable Institutions and Human Right Protection in Armenia”, funded by the European Union, and implemented by UNDP, UNICEF, UNFPA and OSCE in 2021-2023. The Project is designed utilizing extensively the lessons learned through this effort and building on the results achieved and strategic partnerships developed throughout 2021-2023. The Project is developed in close consultation with the national authorities, in particular, with the Ministry of Justice (MOJ), Human Rights Defender’s Office (HRDO), Ministry of Labour and Social Affairs (MLSA), Office of the State Representative on International Legal Matters (OSR), the constitutional reform bodies, as well as Chamber of Advocates. The Project will be implemented by the UNDP, UNICEF and UNFPA under the overall coordination of UNDP.
The Project will aim at supporting the institutional capacities and strategic communication of the target institutions, to drive forward the modern public policy agenda and improve performance of their core functions. It will enhance the relevant competencies of the management and the staff of these institutions.
Specific Objective
The overall objective (impact) of the Project is to contribute towards ensuring more effective and accountable service delivery that is based on the principles of good governance and respect of rule of law in the area of human rights.

The specific objective (outcome) of the Project is to strengthen rights-based approach in public service delivery to safeguard protection, equality, and inclusiveness.
Expected Results
1. Institutional capacities of the HRDO and the OSR in protecting and promoting human rights are more effectively strengthened and access to their services is increased.
2. The implementation, coordination, communication, monitoring and evaluation of the HRAP 2023-2025 is improved and the capacities of the HRAP responsible agencies strengthened.
3. Public awareness on human rights with a particular focus on human rights of the vulnerable and disadvantaged groups is increased.
4. Capacity of the MOJ on human rights, justice and constitutional reforms strengthened and public awareness is raised.
5. Victim-centred support services for survivors of GBV and sexual violence enhanced.
6. Mechanisms and capacities for delivering quality free legal aid to vulnerable population enhanced.
