Call for tender – Elaboration of Preliminary Flood Risk Management Plan in Debed River Basin (Armenia)

The tender is being launched by the International Office for Water (OiEau), one of the partners of the EU4Green Recovery East (EU4GRE) programme (2025-2028).
The purpose of this assigment is to develop a Preliminary Flood Risk Management Plan for the Debed River Basin in Armenia. The aim is to support the Ministry of Environment of Armenia in aligning national practices with the requirements of Directive 2007/60/EC on the assessment and management of flood risks (EU Floods Directive).
Main tasks include:
- Conducting a preliminary flood risk assessment for the Debed River Basin;
- Developing flood hazard maps for a selected pilot area within the basin, including hydrological and hydraulic modelling;
- Preparing flood risk maps for the same pilot area, incorporating a vulnerability assessment;
- Drafting a preliminary Flood Risk Management Plan for the Debed River Basin.
