Call for Capacity Development Experts

About ERIM
ERIM (Equal Rights and Independent Media) is a not-for-profit organisation based in Lyon, France. We implement innovative projects to promote human rights and strengthen independent media and civil society. The ERIM approach emphasises partnerships with local development organisations to bring about change through training, partnerships, education, research and sub-granting schemes.
As part of the “ProElect – Promote accountability in Electoral processes in EaP through increased participation and capacity of civic actors” project, run by the Transatlantic Foundation in partnership with ERIM, with funding from the European Union, we are looking for experienced consultants to enhance skills and knowledge of civil society organisations (CSOs) and independent media from Eastern Partnership countries and improve their organisational capacities, resilience and sustainability.
The Mission
We plan to select up to three CSOs and/or media organisations per country to receive grants for organisational capacity development. Once selected, the organisations will undergo an Organisational Capacity Assessment (OCA), develop a capacity development plan and a 12-month action plan (with strategic priorities).
The work of the consultants will be to assist ERIM in the assessment (OCA) process, develop the capacity development and action plans in cooperation with the selected organisations, monitor and evaluate progress throughout the projects’ implementation, and provide support to selected organisations.
The Role
Consultants are expected to start in the second half of May 2025 and be available over a 15-month period. They will work with up to three organisations per country, for an average of 11 days per organisation.
The consultancy contracts will be based on deliverables, and we require strong, mixed expertise in organisational capacity development, including management, strategic planning, and if possible, a network of experts that can provide complementary support in specific areas.
Applicants may apply to work with organisations based in more than one Eastern Partnership country, as long as they speak the language and have the relevant network of contacts in these countries.
Applicants should indicate their daily rate or make a financial offer covering all the tasks listed below.
Main responsibilities and tasks
Following an induction on ERIM’s OCA methodology and for each selected organisation, consultants will be tasked to:
- Conduct an initial organisational capacity assessment;
- Produce a report on the organisation’s capacities and needs;
- Develop, together with beneficiaries and in consultation with ERIM, a capacity development plan and budget;
- Provide counselling and mentorship throughout the implementation;
- Produce a mid-term report to assess progress and make recommendations, including for adjustments if needed;
- Conduct a final organisational capacity assessment, once the action plan has been completed; and
- Produce a final organisational capacity report.
We estimate that this work will take an average of 11 days per selected organisation (up to three per country).
Person specification
- Formal education – degree/masters in a relevant field of study (law, human rights, development, project management, social studies, international relations, etc.) and/or the equivalent combination of education and work experience
- At least three years’ experience in organisational capacity development, project management and support to CSOs and media actors
- Excellent computer skills (Word, Powerpoint, Excel)
- A strong network of contacts in the fields of civil society development, human rights promotion and/or media development
- Fluency in written and spoken English and local language is mandatory
- Pro-active, solutions focused, and able to work independently
- Organised and able to meet deadlines
